You cannot download ISE 14.7 from the main AMD/Xilinx download page anymore (it is archived). To get the official installer:
ISE 14.7 was released back in 2013. Windows 10 wasn't even a glimmer in Microsoft’s eye yet. As a result, installing it today is rarely a "Next, Next, Finish" process. From installer crashes to driver signing issues, the hurdles are frustrating.
