The number 69 does not imply anything about the driver’s origin, manufacturer, or quality. It is purely sequential. On another machine, the same driver could be oem12.inf or oem154.inf .

Windows logs every driver installation in C:\Windows\INF\setupapi.dev.log . Search this file for “oem69.inf” to see when and why it was installed.

INF files are plain text files, so you can open them with any text editor, such as Notepad.
