This is a gray area. Distributing copyrighted Ross-Tech software without a license is illegal. However, if you own a genuine Ross-Tech PCI interface that is no longer supported by modern Windows, you have the right to use the legacy software that accompanied it.

interfaces (USB, HEX-NET, HEX-V2) automatically download the correct software from the official Ross-Tech website. You do not need to search for a specific “PCI 12123” driver.
