The film begins with Cobra Commander (Jonathan Pryce) and his organization taking over the Pentagon and killing many high-ranking government officials. The Joes are framed for the atrocity and presumed dead. However, Duke (Channing Tatum) and Snake Eyes (Ray Park) survive and team up with Flint (Dwayne "The Rock" Johnson) and Storm Shadow (Lee Byung-hun) to take down Cobra.
