You must select the Padded Cell room type from the menu and drag it over the area. Note that standard cells cannot house the Criminally Insane; they must be designated as Padded. 2. Padded Cell Variations

If you have a single Padded Cell and three insane prisoners, you are in trouble. You have to rotate them out. The moment you open the door to move a "calm" insane prisoner back to gen pop, the next insane prisoner in the holding cell will attack your guards.

To create a Padded Cell, you must designate a room as such using the Rooms menu rather than simply building a normal cell with padded flooring. Room Requirements Minimum Size

: Unlike standard cells, installing high-end objects (like TVs or radios) in a padded cell does not improve its grading . This makes them less flexible for players who enjoy "pimping out" rooms to improve prisoner behavior via luxury.

A Padded Cell does not cure these traits. It contains them. The only way to "cure" an insane prisoner is via a Psychiatrist in a Psychiatry Room (reducing their "reoffending rate" over time) or eventually sending them to a Criminally Insane wing or separate prison via the Psych Ward: Warden's Edition DLC mechanics.
